An insider program has a point where its parts are supposed to meet. That point is not a meeting or a mandate. It is made of specific artifacts, each of which either exists or does not, which is the test that settles whether a program has a seam at all.

Under European conditions each of the four changes shape, and their sum has to be declared as one account. That account is the fifth artifact, and unlike the others it never reaches a settled state.
